Municipal Engineering Department Manager – Lead Infrastructure Projects & Shape Communities in New Jersey

Key Responsibilities

  • Lead and manage the municipal engineering department, overseeing project delivery, team development, and strategic growth initiatives
  • Serve as primary liaison to municipal clients, attending council meetings, planning board sessions, and zoning board hearings
  • Review and approve land development applications for compliance with SALDO ordinances, zoning regulations, grading plans, and stormwater management requirements
  • Design and oversee municipal infrastructure projects including roadway improvements, utility upgrades, drainage systems, and stormwater management facilities
  • Manage MS4 compliance programs, including illicit discharge detection and elimination (IDDE), public education materials, and annual reporting to NJDEP
  • Prepare and submit permit applications to local, county, and state agencies including NJDEP, county planning boards, and soil conservation districts
  • Provide construction administration services including contract management, site inspections, payment application reviews, and change order evaluation
  • Monitor project budgets, billing, and financial performance to meet utilization and profitability targets
  • Develop winning proposals and lead business development efforts to expand municipal client base
  • Mentor and develop engineering staff, fostering technical excellence and professional growth
  • Represent the firm in professional organizations such as ASCE, NSPE, New Jersey Society of Municipal Engineers, and local chambers of commerce
  • Maintain and strengthen relationships with municipal administrators, engineers, public works directors, and elected officials

Required Qualifications

  • Bachelor of Science degree in Civil Engineering from an ABET-accredited program
  • Active Professional Engineer (PE) license in New Jersey (required)
  • Certified Municipal Engineer (CME) designation (strongly preferred)
  • Minimum 15 years of progressive experience in municipal engineering and public works projects
  • Proven track record in business development, client relationship management, and winning new municipal contracts
  • Extensive knowledge of New Jersey municipal regulations, including SALDO, RSIS, NJDEP stormwater management rules, and MS4 permit requirements
  • Demonstrated experience managing multi-disciplinary engineering teams and mentoring junior engineers
  • Strong understanding of municipal, county, and state agency processes, procedures, and personnel
  • Excellent written and verbal communication skills with ability to present technical information to non-technical audiences
  • Proficiency in project management, including budget oversight, schedule management, and resource allocation
  • Experience with construction administration, contract documents, and escrow account management
  • Valid driver's license and ability to travel to project sites and client meetings throughout New Jersey
