Municipal Engineering Department Manager – Lead, Innovate, and Shape Communities in New Jersey

Key Responsibilities

  • Act as the primary liaison and trusted advisor to municipal clients, attending council meetings, planning board sessions, and zoning board hearings
  • Review and approve land development submissions for compliance with SALDO regulations, zoning ordinances, grading plans, stormwater management requirements, escrow accounts, and construction administration protocols
  • Lead the design and engineering of municipal infrastructure projects including roadway improvements, water and sewer systems, stormwater management facilities, and rehabilitation projects
  • Prepare and submit permit applications to local municipalities, county planning boards, and state agencies including NJDEP and NJDOT
  • Manage comprehensive MS4 compliance programs, including development of public education materials, illicit discharge detection and elimination inspections, and annual reporting to regulatory agencies
  • Develop competitive proposals and manage contract negotiations for municipal engineering services
  • Provide construction administration services including contract management, site inspections, project coordination, RFI responses, and budget monitoring
  • Maintain accountability for project financial performance including utilization rates, profitability margins, and overhead management
  • Build, mentor, and lead a high-performing municipal engineering team while fostering professional development opportunities
  • Represent the firm through active participation in professional organizations such as ASCE, NSPE, Municipal Engineers of New Jersey, and local Chambers of Commerce
  • Expand the municipal client base through strategic business development, networking, and exceptional service delivery

Required Qualifications

  • Bachelor of Science degree in Civil Engineering from an ABET-accredited program
  • Active Professional Engineer (PE) license in New Jersey – required
  • Certified Municipal Engineer (CME) designation – strongly preferred
  • Minimum 15 years of progressive experience in municipal engineering and infrastructure design
  • Extensive knowledge of New Jersey municipal, county, and state agency regulations, permitting processes, and compliance requirements
  • Demonstrated track record in client relationship management, business development, and securing new municipal contracts
  • Exceptional communication skills with proven ability to present technical information to non-technical audiences including municipal officials and community members
  • Strong project management capabilities including budget oversight, schedule management, and quality control
  • Leadership experience with ability to mentor engineers, develop talent, and build collaborative teams
  • Proficiency with civil engineering software including AutoCAD Civil 3D, stormwater modeling programs, and project management tools
  • Valid driver's license and ability to travel to project sites and client meetings throughout New Jersey
